Summary

General Directorate of Highways (KGM), an affiliated institution of Turkey's Ministry of Transport, Maritime and Communication (MTMC), is undertaking the construction of Kinali-Tekirdag-Çanakkale-Balikesir Motorway project in Turkey.

The project involves the construction of 352km motorway project connecting Kinali, Tekirdag, Çanakkale, and Balikesir. It includes the construction of bridges, viaducts, tunnels, and highway maintenance operation centers.

The project includes the construction of a US$2,610 million, 3.62km, three-lane suspension bridge in Çanakkale between Lapseki and Gelibolu. It includes the construction of concrete towers, side walls, ramps, road separators, the dredging works, 2x3 lane highway, and 36m wide and 5m high bridge deck and the installation of safety systems.

The project is planned to be implemented through public-private partnership (PPP) mode on Build-Own-Transfer (BOT) basis.

BOTEK (Bosphorus Technical Consulting Corporation) has been appointed as study consultant. The scope of the contract covers geotechnical survey, feasibility survey, preliminary and application design, structurally detailed design, drainage design, environmental impact assessment (EIA) and cross sections.

Tekfen Holding has been awarded engineering design contract for the bridge project. Fugro has been appointed to undertake Geotechnical works.

On October 26, 2016, KGM invited tenders for the construction of suspension bridge. Bidding groups have to commit US$27 million to participate in the auction.

The tender process will consist of two phases. In the first phase, the bidders which fulfill the required qualifications will be selected. The prequalification will be conducted based on the (i) organizational structure; (ii) financial strength and (iii) engineering and construction experience of the bidders. In the second phase, the prequalified bidders will compete based on the proposed duration of the operation term. The bidder which proposes the shortest operation term shall be awarded the tender.

Four consortia submitted bids for the suspension bridge:

1. SK Engineering & Construction Co., Daelim Industrial Co., and Limak Insaat Sanayi ve Ticaret AS and Yapi Merkezi Insaat Sanayi ve Ticaret AS
2. Itochu Corp with Japan’s IHI Corp-Join (Japan)., Makyol Insaat AS and Turkey’s Nurol Holding AS Japon Express Way (Japan) OGG
3. Cengiz-Kolin Insaat Turizm Sanayi ve Ticaret AS and China’s Road and Bridge International Co. Ltd (CRBC)
4. Hyundai, Italy’s Astaldi SpA, IC Ictas Insaat AS

On January 26, 2017, a consortium of SK Engineering & Construction Co., Daelim Industrial Co., and Limak Insaat Sanayi ve Ticaret AS and Yapi Merkezi Insaat Sanayi ve Ticaret AS has awarded for BOT contract of the suspension bridge.

On March 18, 2017, grounbreaking ceremony was held with construction scheduled to be completed in 2023.

In June 2017, drilling was being done on the site.
