JC Penney Company Inc. (JCP) is undertaking the construction of a mixed-use facility in Texas, the US.

The project involves the construction of a mixed-use facility on 103ha of land and is being implemented in phases.

The first phase of the project includes the construction of mixed-use facilities on 13.7ha of land. It includes the construction of a 30-story condo tower comprising 621 apartments ranging from an 87m2, one-bedroom condo to penthouses with more than 260m2 of living space, 26,013m2 retail facilities, a 31,122m2 shopping mall, 22296.7m2 office space, a 15 story, 304-room renaissance hotel with 9,290m2 conference and meeting space, four parking decks and 470 parking spaces for the hotel.

The remaining phases include 38,554m2 of restaurant and retail space, 32,516m2 of Class A office space, more than 5,000 parking spaces and a mix of more than 1,200 residential units and single-family homes. It also includes four residential buildings, which include The Grand at Legacy West, The Villas at Legacy West, Windrose Tower and Palladium USA International.

In February 2014, JCP entered into a partnership with Team Legacy, a partnership led by Karahan Companies. The partnership also includes Columbus Realty and KDC.

Gensler has been appointed as the architect for the first phase and Builder Robert Shaw and his partner Roger Staubach are undertaking the apartment development.

In February 2015, construction activities commenced.

In June 2015, Karahan appointed GDA Architects as an architect, Manhattan Construction as pre-construction contractor, Bradford Putnam Realty as project manager and Al Coker & Associates as the marketing consultant.

Sam Moon Group has been appointed as the associate developer, HKS architects as architect, Brasfield & Gorrie as general contractor, Looney and Associates as the design consultant, Blum Engineering and Brockett/Davis/Drake Inc as Consulting Engineers and Bancorp South Inc, Jones Lang LaSalle as consultants for the hotel.

JPMorgan Chase & Co. has been appointed as the associate developer for office while the Open Realty Advisors as leasing consultant for the entire project and Rogers-O'Brien Construction, Balfour Beatty Construction as construction contractors for Retail and Liberty Mutual.

On September 1, 2015, construction activities on the hotel commenced with a ground breaking ceremony.

In May 2016, construction activities commenced on the new office building.

As of October 2016, 85% of construction activities completed.

In June 2017, JCP launched the shopping mall and in July 2017, the 15-story hotel.

In August 2017, a ground breaking ceremony was held for Windrose Tower with 27-story and 104 homes. Windrose tower is slated to be completed by late 2018.
