International Petroleum Investment Co. (IPIC) and Pak Arab Refinery Ltd (PARCO) are planning to construct a deep conversion oil refinery in Balochistan, Pakistan.
The project involves the construction of a deep conversion oil refinery on a 405ha area with a capacity of 250,000 barrels per day (bpd), equivalent to 13 million tonnes of petroleum products per year.
It includes the construction of a 250MW power plant, storage tanks, processing units, truck loading facilities, a chemical laboratory and an administrative building, and the installation of relevant machinery.
It also includes the construction of a grid station, a seaport jetty and a city to accommodate refinery workers.
PARCO received an approval of US$500 million for the refinery, including immediate release of US$13 million for sub-contracts.
The federal government of Pakistan and the United Arab Emirates (UAE) that have 60:40 ownership of PARCO, will arrange the funding for the project
In July 2016, the Government of Pakistan (GoP) revived the project.
In January 2017, PARCO commenced the feasibility studies.
The project involves the construction of a 250,000BPD deep conversion oil refinery in Khalifa Point at Hub near Gwadar, Balochistan, Pakistan.
