Indian Oil Corporation Ltd (IOCL), Hindustan Petroleum Corporation Ltd (HPCL) and Bharat Petroleum Corporation Ltd (BPCL) are planning to build an oil refinery in Babulwadi, Maharashtra, India.
The project involves the construction of an integrated refinery-cum- petrochemical complex with a production capacity of 60 million tonnes per annum (MTPA) on 5,666ha. It will be developed in two phases.
The first phase includes the construction of an oil refinery with a production capacity of 40MTPA.
The second phase includes the construction of an oil refinery with a production capacity of 20MTPA.
The project includes the construction of processing units, production units, storage tanks, a warehouse and related facilities, and the installation of equipment and machinery.
Engineers India Ltd has been appointed as a technical consultant to prepare a pre-feasibility report.
The Maharashtra Industrial Development Corporation (MIDC) has undertaken the land acquisition process.
In March 2016, the Government of Maharashtra (GoM) and the Ministry of Petroleum and Natural Gas (MoNG) commenced work for early identification of land for refinery and finalisation of details.
IOCL is the lead project manager.
In July 2016, IOCL, BPCL, and HPCL were in discussion to hold a 51% stake and the Maharashtra government may hold up to a 5% stake, with the rest will be by a strategic investor.
On December 7, 2016, a memorandum of understanding (MoU) was signed between IOCL, BPCL, and HPCL.
In February 2017, the exact location of the project was finalised to Babulwadi out of 10 locations shortlisted by the Maharashtra government.
On June 15, 2017, IOC, BPCL and HPCL signed an agreement to jointly set up the project. In an agreement, IOCL will have 50% stake and HPCL and BPCL will hold 25% each.
As of July 2017, the pre-feasibility has been completed and and a detailed project report (DPR) is yet to be prepared.
In August 2017, IOC, BPCL, and HPCL are planning to form a company Western India Refineries and Petrochemicals, to execute the project. Land acquisition activities are underway.
The project is facing opposition from the local residents. Construction activities are scheduled to be completed by 2022.
