Hidropaute S/A, a state-owned company controlled by the Corporación Eléctrica del Ecuador (Celec), announced plans to construct the Cardenillo Hydro Power Plant project on the Paute river in Ecuador.

The project involves the construction of a hydroelectric power plant of 595MW on Paute river at Santiago basin, Ecuador. It includes the construction of the pressure conduction tunnel from the right bank, surge shaft, underground pressure pipe, a powerhouse in the cavern and restitution tunnel of 2,015m long and 7,14m in diameter. The detour for the construction of the diversion dam will be made through a tunnel in the left bank of 300m in length.

The project also includes the construction of an underground powerhouse, a switchyard, a substation and related infrastructure, and the installation of Pelton-type turbines, generators, and other equipment.

This project is the part of Complejo Hidroeléctrico Paute or Paute Hydroelectric Complex project. The Paute Sopladora Project is located downstream the Molino Central and will collect the turbine water flows of up to 150m³/s, directly from the two discharge tunnels of the Central Paute-Molino, and will drive to the underground powerhouse through a system of a tunnel of a pressure of 5.5km of length and pressure pipeline.

The project was announced by 2008, but due to environmental and financial reasons, the project has put on hold.

Celec signed a contract with a Consortium Poyry Caminosca Asociados to carry out studies for the project in December 2010. Celec unit Hidropaute had awarded twenty-two-month pre-feasibility studies and definitive design contract.

Consorcio China Gezhouba Group Company – FOPECA S.A (CGGC – Fopeca S.A.) was appointed as the development contractor for this project.

CCH (Consorcio Consultor Hidroaustral) formed by Caminosca S.A. (Ecuador) and Leme Engenharia Ltda. (Brazil) was appointed as the EPCIM contractor for this project.

In June 2017, feasibility studies have been completed and the project is waiting for approvals.


Cardenillo Hydro Power Plant project involves the construction of a dam, tunnel and hydro electric power plant on the Paute river at Santiago basin in Azuay province, Ecuador.
