In May 2016, China Railway Group Limited expressed its interest to participate in the project.

On June 2, 2017, Russian Railways, Chelyabinsk Administration and Sverdlovsk Administration signed a cooperation agreement for the implementation of the high-speed railway line.

On June 20, 2017, China Railway Group Limited signed a memorandum of understanding with HSRL to invest US$2,500 million.

As of July 2017, planning activities are underway.
