On March 19, 2014, Department of Conservation and Development issued a notice for the preparation of an environmental impact report (EIR) on the proposed development.

On April 7, 2014, HEG held a public scoping meeting.

On September 18, 2014, Contra Costa County (CCC) prepared a draft EIR and initiated a public exhibition.

Contra Costa County is in the process of evaluating the project.
