Summary

The Government of Arunachal Pradesh (GoAP) is planning to construct a hydroelectric power plant in Arunachal Pradesh, India.

The project involves the construction of a 1,000MW hydroelectric power plant comprising six units of 166.7MW each.

It will include the construction of a powerhouse, substations, access roads, a 155m concrete dam, diversion tunnels with upstream and downstream coffer dam, concrete lined head race tunnel, steel line shaft and tail race tunnel, the installation of turbines, transformers and generators, and the laying of transmission lines.

The project is planned to be implemented through public-private partnership (PPP) mode on build-own-operate-transfer basis (BOOT) basis.

Energy Infratech Pvt. Ltd has been appointed as owner's engineer.

In February 2006, Reliance Power Ltd (RPOWER) signed a memorandum of understanding with (MoU) with GoAP to build the power plant on BOOT basis for a concession period of 40 years.

RPOWER formed a special purpose vehicle (SVP), Siyom Hydro Power Pvt. Ltd (SHPPL), to execute and operate the power plant.

On March 31, 2008, project received environmental clearance from the Ministry of Environment and Forests (MoEF).

In October 2010, SHPPL submitted detailed project report (DPR) to the Central Electricity Authority.

In June 2011, the forest advisory committee (FAC) of the MoEF insisted to study the cumulative impact of hydroelectric project.

In April 2015, FAC of the MoEF denied diversion of 1,502.30ha of forest land for the construction of hydroelectric power plant.

In August 2016, public hearing was held.

SHPPL is waiting for necessary approvals from FAC of the MoEF.
