The Government of Arunachal Pradesh (GoAP) is planning to undertake the construction of Hydroelectric Power Plants project in Arunachal Pradesh, India.
The project involves the construction of four hydroelectric power plants with a combined capacity of 2,520MW.
These power plants include the construction of a 1,200MW Kalai II unit on River Lohit in Kumblung, a 400MW Mihundon unit, a 420MW Amulin unit and 500MW Emini unit on the river Mathun in Dibang Valley District.
In May 2009, Reliance Power Ltd (RPL), a subsidiary of Reliance Anil Dhirubhai Ambani Group (RADAG), signed the memorandum of agreements (MoAs) with GoAP, for the implementation of four hydro-electric power projects in the state on build-own-operate-transfer (BOOT) basis.
RPL has set up the following subsidiary companies Amulin Hydro Power Private Ltd (AHPPL), Kalai Power Private Ltd (KPPL), Emini Hydro Power Private Ltd (EHPPL) and Mihundon Hydro Power Private Ltd (MHPPL) to undertake construction of four hydroelectric projects in Arunachal Pradesh.
All these projects form part of a run-of-river (RoR) scheme and were awarded to RPL through competitive bidding conducted by the state government. According to the bid proposed by RPL, the state government has the option to purchase all power generated from the project on mutually agreed terms and conditions.
RPL intends to construct four projects as a part of Twelfth Five-Year Plan (2012-17) of India.
In March 2011, RPL received approval for the construction of the four projects from the state government.
Planning activities are underway. The project is facing delay due to land acquisition process and forest clearance.

The US$3,770 million project includes the following:
1. Construction of a 1,200MW Kalai II power unit at Kumblung
