SJB has been appointed as architect, Deep End Services as study consultant, BRIX property group as the lead consultant, RealServe Pty Ltd as the land surveyor and 10 Consulting Group Pty Ltd as a planning consultant.

Cardno Victoria Pty Ltd was appointed by Gillon to undertake a traffic and transport assessment studies in 2014.

In July 2013, Gillon requested Glen Eira City Council (GECC) to recommend the approval of rezoning changes for the proposed development.

In July 2015, project development plans were rejected by GECC.

In June 2016, public consultations were held and plans were revised.

In February 2017, the Glen Eira City Council endorsed a partnership with the Victorian Planning Authority to assist Council officers in assessing and preparing a structure plan for the project.
