On September 22, 2013, GD commenced public consultations on the proposed plans.
In May 2014, GD submitted the outline plans for the development. Subsequently, Southend-on-Sea Borough Council (SSBC) deferred a planning review citing community objections.
SSBC further postponed a hearing on the plans in December 2014 to negotiate a reduction in homes.
The application was rejected by SSBC on July 8, 2015 due to floodrisk and traffic issues. Garrison Developments has appealed to the Planning Inspectorate in Bristol against the decision to refuse their application.
In December 2015, the revised planning application with 14,130m2 of office space and a health center was submitted.
In March 2016, GD received planning approvals from Southend-on-Sea Borough Council.
In May 2016, the project has gained a health centre funding but lost education funding from the council.
