Far East Petrochemical Company (FEPCO), a subsidiary of Rosneft, is planning to undertake the development of a petrochemical plant at Nakhodka city, Primorsky region, Russia.
The project involves the construction of a petrochemical complex with a production capacity of 12MTPA. The plant will have the capacity to process 3.4MTPA of feedstock, mainly naphtha. The complex's combined capacity for olefins is expected to be 2MTPA, of which 1.4MTPA of ethylene and 600,000MTPA of propylene.
It includes the construction of a hydrocracker unit and an isomerization unit, the laying of pipeline infrastructure and the installation of machinery.
The project will be implemented in three phases.
The plant is expected to process 5million tonnes of resources and 3.5million tonnes of hydrocarbon gases and 1.5million tonnes of condensate.
In December 2014, Russian Prime Minister Dmitry Medvedev instructed to the Ministry of Energy to prepare a draft on the project by February 03, 2015; and submit to the executive body of the government for approval.
In June 2016, Rosneft signed an agreement with China National Chemical Corporation to develop the project.
In May 2017, the government authorities gave a positive opinion about the project. However, there might be further discussion about the project because according to the environmentalists, the construction of petrochemical complex in the area can be hazardous for the environment of the area.
