Estradas De Portugal (EP) is planning to undertake the construction of a Baixo Alentejo highway development called “Baixo Alentejo Motorway” connecting the towns of Sines and Beja, in the center of Portugal.
The project involves the construction of an 84km new motorway, widening and adaptation of 43km of an existing road to motorway standards, and improvements of 220km of an existing road.
The project also includes the maintenance for 71km of existing road forming a 347km long road network in the south of Portugal connecting the cities of Sines, Beja, Evora, Setubal and Castro Verde.
The project is being developed on DBFO (design, build, finance and operate) basis for a concession period of 30 years.
The project is being funded by the Government of Portugal, European Investment Bank (US$309 million) and a pool of banks that accompany the Public Private Partnership (PPP) consortium.
Construction was commenced in the fourth quarter of 2008. However, the works on sections of IP8/A26 between Sines and Santiago do Cacém have been canceled by determination of Roads of Portugal after "agreement" with the Plain Road, subconcessionária of the Alentejo.
Estradas De Portugal is trying to resume the construction plans of IP2 and IP8 since 2011, however, delaying the plans due to the economic and financial crisis in Portugal.
EP is in the process to redefine the scope of the integrated works in the sub-concession contract. The contract includes design, construction, finance and maintenance of the project. The contract will be negotiations to mitigate the cost.
