The Delhi Mumbai Industrial Corridor Development Corporation Ltd (DMICDC) and Department of Industrial Policy & Promotion (DIPP) are planning to build an international exhibition-cum-convention center in Dwarka, New Delhi, India.
The project involves the construction of a 1,020,000m2 international exhibition-cum-convention center on 89.7ha of land. It will have a multi purpose arena with a capacity to accommodate 20,000, and 3,500 hotel rooms.
The project will be developed in two phases. The hotels, retail and office space will be developed in public-private partnership mode.
The first phase includes the construction of a 425,000m2 exhibition-cum-convention center comprising a 80,000m2 exhibition center, a 20,000m2 foyer, a 60,000m2 convention center, a 60,000m2 five-star hotel, a 14,000m2 four-star hotel, a 21,000m2 three-star hotel, 85,400m2 of office space, 144,600m2 of retail space, parking and related facilities.
The second phase includes the construction of a 595,000m2 exhibition-cum-convention center comprising a 162,740m2 exhibition center, a 47,260m2 foyer, a 50,000m2 arena (Theme Destination), a 70,000m2 five-star hotel, a 46,000m2 four-star hotel, a 39,000m2 three-star hotel, a 25,000m2 service apartments, 129,600m2 of office space, 25,400m2 of retail space, parking and related facilities.
The various other stakeholders in the project, including National Highways Authority of India (NHAI), Delhi Jal Board (DJB), Delhi Development Authority (DDA), Transco and BSES Rajdhani Power Ltd (BRPL) have also agreed to extend all necessary infrastructure and support for the project, for road connectivity, power supply, freshwater and sewage disposal system etc.
The development was approved by the Government of India in March 2016, and the land in Sector-25 Dwarka was transferred to the DIPP for the project.
On July 20, 2016, DMICDC issued the RFQ cum RFP notification for selection of Programme Management consultant.
A meeting of the Committee of Secretaries (CoS) was held on August 17, 2016, under the Chairmanship of Cabinet Secretary to review the progress of the project.
On September 22, 2016, AECOM India Private Ltd has been appointed as a Programme Management consultant.
In December 2016, the master plan was approved at the second meeting of the Project Steering Committee.
On January 25, 2017, DMICDC issued the RFQ cum RFP notification for the selection of Preliminary Engineering and Architectural Consultant, with submission due date as on February 21, 2017.
On February 9, 2017, the project Master Plan has been submitted to Delhi Development Authority (DDA) & Delhi Urban Art Commission (DUAC) for statutory approval.
On March 10, 2017, DMICDC issued the RFQ cum RFP notification for the selection of Commercialization, Planning & Transaction Advisor.
On March 21, 2017, a consortium of IDOM Ingenieria y Consultoria SA and CP Kukreja Architects was appointed as architect and preliminary engineering consultant.
M/s Boston Consulting Group has been appointed as Commercialization, Planning & Transaction Advisor.
DUAC reviewed the proposal on 31st March 2017 and zoning plan was approved on 7th April 2017 with some observations.
The Project Master Plan & Schematic Layouts have been submitted to BSES Rajdhani Power Ltd (BRPL) and SWS Division, SDMC for approval on 25th April 2017.
In May 2017, the Environment Ministry granted terms of reference to the proposal of developing the IECC at Dwarka.
An expert panel of the Union environment ministry has recommended environmental clearance in July 2017. However, the Ministry of Environment and Forest has given approvals in August 2017, for the proposed project.
The project is awaiting financial approval from the Cabinet Committee on Economic Affairs (CCEA). Construction work on the Convention Center is slated for completion by June 2019.
The leasing of space for hotels, commercial and retail is scheduled to start from December 2017.
