On December 2, 2015, The Coos County Planning Board has unanimously approved the project.

In January 2016, the project is facing delay due to the legislative process in obtaining state-backed bonds.

In August 2016, DC is seeking US$143 million in loans which it needs for the Phase 1 of the project.

NH Business Finance Authority is planning to fund the project.

PolEcon Research of Dover was appointed as the study consultant.

In March 2017, PolEcon Research of Dover conducted a workforce study which is the final report required by the NH Business Finance Authority before it begins considering a $28 million loan guarantee.
