City of Frederick (CoF) and Plamondon Hospitality Partners (PHP) are planning to build a hotel in downtown Frederick, Maryland, the US.

Maryland Economic Development Corporation (MEDCO) has been given the ownership of the conference center.

The project involves the construction of a 207 room full-service Marriott hotel and a 1,858m2 conference center. The project will feature on-site parking, nearly 2,229.67m2 of meeting space, and it will be located in Downtown Frederick, adjacent to Carroll Creek Park.

Kann Partners Inc. has been appointed as the archeological consultant.

On February 19, 2014, The City of Frederick Purchasing Department issued RFP 14-J on behalf of the Downtown Frederick Hotel Advisory Committee for the express purpose of accepting proposals for the development of a privately owned and operated full-service hotel and conference center in historic Downtown Frederick.

Two qualified proposals were received by the May 9, 2014, deadline. The Selection Committee entertained presentations from both teams and proceeded to score each proposal in accordance with the Selection Criteria established in the RFP.

That scoring resulted in the unanimous recommendation of the Award by the Committee to one of the development teams, Plamondon Hospitality Partners LLC.

In December 2014, the chosen developer, Plamondon Hospitality Partners LLC, released artist renderings of the proposed Hotel & Conference Center.

Public consultation meetings were held in 2015, resulting in a Memorandum of Understanding (MoU) between the City of Frederick and Plamondon Hospitality Partners under public-private partnership (PPP) mode November 2015.

In December 2015, The MoU received approvals from the city Board of Aldermen.

On August 17, 2016, Archeological works started on the project site and the findings are to be presented to Kann Partners Inc.

On October 5, 2016, the new agreement outlining funding, ownership, and operations of the project was presented to the mayor and Board of Aldermen for review and discussion and the ownership of the conference center was given to MEDCO.

As of November 2016, The new agreement (MoU) has already cleared the Frederick County Council and the City Board of Aldermen but was rejected by another key partner, the Maryland Stadium Authority. MEDCO, one of five parties that were due to sign the agreement did not approve it saying the project was not viable under the current structure and the project master plan needs to be redesigned.

State Government has approved state has awarded US$6 million in funding for development.

Construction is expected to commence in 2018 with completion expected in 2020.
