Coastal Tamil Nadu Power Ltd (CTNPL), a subsidiary of Power Finance Corporation Ltd., is planning undertake the construction of ultra mega power plant project at Cheyyur village in Kanchipuram District of Tamil Nadu, India.
The project involves the construction of a 4,000MW coal power plant which will be developed in six units of 660MW each.
It includes the construction of a power house, coal storage facility, ash handling plant and a cooling tower and installation of steam turbines, generators, auxiliaries, electrical precipitates, switch gears, transformers, raw water pumps and safety systems.
The power plant will use Super Critical Technology with a view to achieve higher levels of fuel efficiency, which results in saving of fuel and lower green-house gas emissions.
The project will be developed on design, build, finance, operate and transfer (DBFOT) basis.
On September 26, 2013, Request for Qualification (RFQ) has been issued for DBFOT contractor with a submission deadline as on November 11, 2013 which was later extended to November 28, 2013.
In November 2013, NTPC, Adani Power, JSW Energy, Jindal Power, China Light & Power, GMR Energy, L&T and Sterlite Infraventures submitted requests for qualification (RFQs).
CTNPL issued Request for Proposal (RFP) to shortlisted bidders with a submission deadline as on February 26, 2014 and in March 2014; shortlisted bidders together sought extension of eight weeks for RFP, arguing market condition is not ripe for such huge investments. The extension has been granted by Power Finance Corporation.
In October 2014, Adani Power, Jindal Power, GMR Energy and Sterlite Infraventures have withdrawn from tender process.
Finally, NTPC has turned as sole bidder, In January 2015, tender was cancelled due to lack of private companies participation and also funding issues raised by the bankers.
The ministry of power revised bidding guidelines to allow promoters to pass on fuel cost and foreign exchange volatility to electricity consumers and own the project after contract period.
As of July 2017, CTNPL is in the process of finalization of Standard Bidding Documents for issue of RFQ and RFP.
