The Calcutta Electricity Supply Corporation Ltd (CESC) is planning to undertake construction of a coal-based power plant in Dhenkanal, Orissa, India.

The project involves the construction of a 1,320MW coal-fired power plant on 443ha of land and is being implemented in two units of 660MW each.

The project includes the construction of a water pipeline, an electrical substation, a coal storage facility, an handling plant and cooling tower, and the installation of steam turbines, generators, auxiliaries, electrical precipitates, switch gears, transformers, raw water pumps and safety systems.

The water for the project will be sourced from River Brahmani which flows in the north direction at a distance of about 6km from the project site. An intake well, is located near village Kotapala, at about 10km distance from the project site has been considered. The raw water will be transported through pipelines to the reservoir at the project site. The reservoir will have the total reserve capacity of around 10 days requirement of water.

The project requires 443ha of land for plant, raw water storage, green belt and ash disposal. The main plant including a power plant, a water treatment plant & reservoir, an administration building requires 145ha area, 148ha for green belt, ash disposal requires 120ha area and infrastructural facilities like rail, roads, water intake pipe corridors requires 30ha area.

The base fuel for the plant is raw coal which will be supplied by the Orissa government and Central Electricity Authority from Talcher coalfield. The annual requirement of coal is estimated to be about 4.58million tonnes considering 90% plant load factor.

In November 2008, CESC sought the intervention of the Orissa government to secure coal blocks from the Central government. CESC requested the state government to take up the issue of allotment of coal blocks with the Union ministry of coal.

In November 2012, a power purchase agreement (PPA) was signed with GRIDCO for 25% of power generated from the plant.

In January 2013, the environmental impact assessment (EIA) was completed by Envirotech East Private Ltd.

Financial Closure for the project will be attained only after central government allocates coal for the power plant.

L&T-Sargent & Lundy Ltd (L&T-S&L), a joint venture of Larsen & Toubro Limited and Sargent & Lundy LLC has been awarded a contract to prepare engineering, procurement, and construction specifications for the project.

On September 29, 2015, CESC secured a long-term coal linkage and environment clearance for the project implementation.
