Summary

China National Electronics Import and Export Corporation (CEIEC) in joint venture with Sinohydro Corporation Co Ltd (Sinohydro) is planning to construct a hydroelectric power plant in Xayaburi Province, Laos.

The project involves the construction of a 1,320MW hydroelectric power plant with the dam designed to be at 630m long, 35m tall, with a 108km2 reservoir area.

It will include the construction of a dam, a powerhouse, a substation, spillway, a penstock, a control room, a head race tunnel and related infrastructure, the installation of turbines, generators, transformers, a switch board, safety and security systems, and the laying of transmission lines.

The project is planned to be implemented on through public-private-partnership (PPP) mode on build–operate–transfer (BOT) basis.

In June 2007, Lao government approved a plan by CEIEC and Sinohydro to spend 30 months preparing a survey, which includes technical, economic, social, and environmental considerations.

In 2009, IEE environmental study undertaken by Norconsult was submitted to Mekong River Commission, which was later approved.

Sinohydro's in-house division is set to undertake the construction work. The project is to be funded by China's Export-Import Bank, through a US$1.7 billion loan.

In December 2014, the project was placed on hold due to undisclosed reasons. However, this has been later revived by the developers.

The project development progress is moving in the slow pace, due to the project location, which aims in the resettlement of 6,129 people. Studies are underway to finalize the project location.

The project involves the construction of a 1,320MW hydroelectric power plant on Mekong River in Xayaburi Province in Laos.
