PT Pertamina (Pertamina), PT Bumi Sarana Migas (BSM), a subsidiary of Kalla Group, Tokyo Gas Co., Ltd (Tokyo Gas) and Mitsui & Co., Ltd (Mitsui) are jointly undertaking the LNG Receiving Terminal project located in Bojonegara, Banten in the western tip of Java island, Indonesia.
The project involves the construction of an LNG receiving terminal with a capacity of 14.2 million cubic meters per day (500 million standard cubic feet per day (MMSCFD)) equal to 4 million tonnes per annum (MTPA) of LNG.
The project includes the construction of two 160,000m3 full containment LNG storage tanks, a container unit and related facilities, the installation of safety systems, and the laying of pipelines.
The project will be funded by BSM, Pertamina and lending facilities from the Japanese state-owned financial service and Japanese banks.
BSM conducted a pre-feasibility study on the project, which was reviewed and agreed on by Pertamina. Pertamina will use the LNG regasification facility for 20 years.
Staray International Co., Ltd. has been appointed as the FEED contractor. SMC Consulting Engineers has been appointed as technical consultant to carry out FEED, tender documents preparation and project management for the project in association with Tokyo Gas Engineering .
On May 12, 2014, BSM and Pertamina signed a memorandum of understanding (MoU) to build the project.
Under the terms of MoU, BSM and Pertamina will form a working group for the preparation of business schemes, schemes of project funding, market studies and development and for performing technical analysis and operation on the project.
BSM and Pertamina completed the pre-feasibility study on the project.
On January 15, 2015, Pertamina agreed to acquire 51% stake in BSM.
In March 2015, BSM issued Request for Proposals (RFP) for the advisers on the project.
In April 2015, Pertamina and BSM signed a heads of agreement (HOA) to build the terminal.
In May 2015, Sumitomo Mitsui Banking Corporation (SMBC) was appointed as the financial adviser.
In May 2015, BSM issued tenders for the appointment of a construction contractor. Bids were received from Chiyoda Corp., JGC Corp. and IHI Corp. and the EPC contract was planned to be awarded in December 2015, however the procurement process was delayed.
In November 2015, the Japan Bank for International Corporation (JBIC) agreed to provide funding by June 2016.
In December 2015, Pertamina was planning to cancel cooperation with BSM.
Planning activities are underway and the developers are yet to sign a partnership agreement for project implementation.
