Bharat Petroleum Corporation Ltd (BPCL) is planning to undertake the Lohagarh Refinery project in Uttar Pradesh, India.
The project involves the construction of a grassroot refinery with a capacity of 7MTPA (million tonnes per annum). The process configuration of the refinery will consist of a thermal cracker and delayed coker units for maximization of LPG and diesel.
A 75MW captive power plant-based on petroleum coke fuel will be set up to meet the steam and power requirement of the refinery.
Further, the development will include the construction of a 350MW power plant adjacent to the refinery, which will utilize the entire petroleum coke residue produced in the refinery.
On February 20, 1996, BPCL received an approval from the Central Government for the project.
On April 3, 1996, BPCL received the letter of intent (LoI).
The environmental impact assessment (EIA) study has been completed and the environmental clearances for setting up the 7MTPA refinery have been received from the two states (Madhya Pradesh and Uttar Pradesh) pollution control boards and the petroleum ministry in May 2009.
The project is under litigation and the project will commence as soon as legal dispute is completed.

The US$1,420 million project includes the following:
1. Construction of 75MW captive power plant
2. Construction of 350MW power plant adjacent to the refinery
