Looney Ricks Kiss and Phillips Partnership have been appointed as architects and Montgomery Martin Contractors, LLC as general contractor for the project.

In October 2015, BHRP submitted an application demolish the Tower Building at the site.

On October 13, 2015, the Memphis Center City Revenue Finance Corp (CCRFC), a board of Memphis Downtown Commission has approved a 15-year payment-in-lieu-of-tax (PILOT) for the project.

On December 15, 2015, the Memphis City Council approved the allocation of US$4 million in federal funding.
