BBI Group Pty Ltd (BBIG), formerly known as Rutila Resources Ltd, (RTA), is planning to construct the Balla Balla Vanadium-Titanium-Magnetite Processing Complex project in Western Australia.

The project involves the construction of open pit mining operating facilities, processing facilities and associated infrastructure to produce iron concentrate, ilmenite concentrate, vanadium ore and ferrovanadium.

The definitive feasibility study (DFS) was completed by GR Engineering Services in February 2010 and proposed two construction phases.

First phase of the project includes the construction of open pit mining operating facilities, processing facilities and associated infrastructure to produce 6,000,000TPA of iron concentrate and 280,000TPA of ilmenite concentrate.

Second phase of the project includes the expansion of the first phase open pit mining operations and processing facilities to produce 9,000,000TPA of iron concentrate and 425,000TPA of ilmenite concentration plus the installation of a vanadium plant to process higher grade vanadium ore and associated infrastructure to produce an additional 1,000,000TPA of iron concentrate, 45,000TPA of ilmenite concentrate and 7,000TPA of ferrovanadium.

It also includes the construction of a 162km railway linking it to iron ore deposits in the region, port and mining infrastructure.

In October 2012, BBIG signed a non-binding Letter of Intent (LOI) with China’s Laiwu Iron and Steel Group to form a strategic partnership for testing processing options for the project.

On January 25, 2017, BBIG signed a State Agreement with the Western Australian Government for the infrastructure works.

On March 27, 2017, BBIG signed a memorandum of understanding (MoU) with China State Construction Engineering Corporation (CSCEC) to build port, rail and mining infrastructure for the project. Under the MoU, BBIG and CSCEC will work together to ensure that delivery of ground project services are undertaken by qualified contractors and as per the local industry and other stakeholder participation requirements.

In May 2017, BBIG signed an option agreement with Mineral Resources to acquire its Weelumurra iron ore asset in the Central Pilbara.

In December 2017, BBIG received the formal consent from Western Australian parliament foe 162-km railway line.

Study activities are underway. A final investment decision is scheduled in 2018.Scope

The US$4,570 million project includes the following:

1. Construction of mining operating facilities and processing facilities to produce 6,000,000TPA of iron concentrate and 280,000TPA of ilmenite concentrate under the first phase

2. Expansion of the open pit mining operations and processing facilities to produce 9,000,000TPA of iron concentrate and 425,000TPA of ilmenite concentration under the second phase

3. Installation of a vanadium plant

4. Construction of associated infrastructure to produce 1,000,000 TPA of iron concentrate, 45,000TPA of ilmenite concentrate and 7,000TPA of ferrovanadium

5. Construction of a 162km railway linking it to iron ore deposits in the region
