On October 21, 2013, BBAC issued a request for qualifications (RFQ) for the developers.
BBAC issued a request for proposals (RFP) for the pre-qualified bidders in the fourth quarter of 2014. Subsequently, Benoit Group and Russell New Urban Development were selected as developers for the project.
On October 13, 2015, BBAC signed a memorandum of understanding (MoU) with Benoit Group and Russell New Urban Development for the development of the project.
