The project involves the construction of an integrated cement plant in two phases.

The first phase includes the expansion of the limestone quarry and the construction of a cement mill and packing or dispatch plant with cement production capacity of 600,000 tonnes of cement per annum in the industrial area.

Clinker for the first phase will be supplied from AfriSam’s Ulco operation near Kimberley in the Northern Cape Province and the limestone required during this phase will be mined at the limestone quarries north of Saldanha Bay.

The second phase includes the construction of a cement manufacturing unit along with a complete clinker kiln line to produce 600,000 tonnes of clinker annually (12,00,000 t/a of cement) alongside the cement mill and packing plant. The limestone and clay for this phase will be mined at the Saldanha Bay quarries.

The project includes the construction of a warehouse, parking facilities and an administrative office, and the installation of fire safety systems.

Aurecon South Africa (Pty) Ltd completed the final environmental impact report on the project in June 2013.
