Academic Medical Center Sdn Bhd (AMC) is planning to undertake the construction of a university campus in Selangor, Malaysia.
The project is a Public Private Partnership (PPP) initiated by PPP Unit at the Prime-Minister’s department and AMC.
The project involves the construction of a medical campus on 56.65ha of land. It includes the construction of a PUGSOM, a 600-bed teaching hospital, a research facility, a library, ambulatory care facilities, diagnostic facilities and ancillary support services.
The project will be constructed in four packages:
Package 1A includes infrastructure works. The scope of the work includes site clearance, earthworks & geo-technical works, relocation of existing water tank & pump house, sewerage treatment plant.
Package 1B includes the construction of a main campus, an administration building and life sciences research center.
Package 1C includes the construction of a teaching hospital.
Package 1E includes the construction of a student hostel and staff quarters.
On November 2, 2010, Johns Hopkins University, Johns Hopkins University School of Medicine (JHUSOM), Johns Hopkins Medicine International (JHI), the international arm of Johns Hopkins Medicine, AMC, a subsidiary of Chase Perdana Sdn Bhd, and an associate company of Turiya Sdn Bhd, signed an agreement to develop the project.
Under the agreement, John Hopkins will assist in every major aspect of the new medical enterprise, including medical education programs, campus design, facilities planning and clinical affairs. It will also provide guidance on the design and development of the hospital, known as Perdana University Hospital.
AMC and Royal College of Surgeons in Ireland will act as project developers.
On May 10, 2011, AMC submitted the master plans for the campus and also started the process of acquiring the land required for the project from the Federal government. It plans to raise US$475 million through a bond sale to part finance the development. The remaining US$254 million will be financed by AMC.
On March 15, 2012, Perdana University, in collaboration with the JHUSOM and JHI, completed the strategic programming and planning phase of the project. The planning phase was led by a team comprised of Jones Lang LaSalle and Ayers Saint Gross.
In June 2013, Overseas Private Investment Corporation (OPIC) approved a US$250 million loan to develop the project.

Hacent Consultant Sdn Bhd has been appointed as civil and structural engineer, Kuasa Tenaga as mechanical and electrical engineer, Juru Kos as quantity surveyor and Wibawa Works Sdn Bhd as sub contractor for relocation of existing water tank and pump house.
Package 1B consultant team includes:
Veritas Architect Sdn Bhd and Ayers Saint Gross has been appointed as architects, Perunding Bakti Sdn Bhd as civil and structural engineer, Perunding Kejuruteraan AJW Sdn Bhd as mechanical and electrical engineer and ER Consult as quantity surveyor.
Package 1C consultant team includes:
Jones Lang LaSalle, Ayers Saint Gross and ARUP International have been appointed as master facility planning and programming, Arkipac Sdn Bhd and Jones Lang LaSalle as architects, J&A Associates Sdn Bhd as civil and structural engineer, KVA Consult as mechanical and electrical engineer, Juruukur Bahan Antara as quantity surveyor and Health Solution - ECRI Institute as medical equipment planner for the project.
Package 1E consultant team includes:
Almaz Architect Sdn Bhd has been appointed as architect, Erinco Sdn Bhd as civil and structural engineer, Vone Consults Sdn Bhd as mechanical and electrical engineer and J.U.B. Sekutu Sdn Bhd as quantity surveyor for the project.
In third quarter of 2012, construction work on relocation of existing water tank and pump house commenced and was completed by second quarter of 2014 which is a part of package 1A.
In July 2014, JHUSOM was withdrawn from the project due to frequent late payments.
Chase Perdana Sdn Bhd, parent company of AMC has been appointed as the contractor for the project.
In February 2015, an agreement has been signed between Malaysia’s Perdana University and the University of California, San Diego (UC San Diego) to develop the project. In this partnership, UC San Diego will help develop the Perdana University Graduate School of Medicine (PUGSOM) into an internationally distinguished academic institution.
