Athena Energy Ventures Pvt. Ltd (AEVPL) is undertaking the Demwe Hydroelectric Power Plant in Arunachal Pradesh, India.
The project involves the construction of 2,830MW hydroelectric power plant. The project will be developed in two stages namely, Demwe Lower and Demwe Upper.
The lower stage of Demwe Hydroelectric Power Plant will have an installed capacity of 1,750MW (5 x 342MW and 1 x 40MW). It includes the construction of a concrete gravity dam, spillway, four diversion tunnels, tailrace tunnels and power stations.
The upper stage of Demwe Hydroelectric Power Plant will have an installed capacity of 1,080MW. It includes the construction of a dam, spillway, diversion tunnels, tailrace tunnels and power stations.
Abir Infrastructure has been awarded the site preparation work contract for the overall Demwe project. Abir is undertaking site preparation works for Demwe Lower including constructing all the new roads and pathways including a strengthening of old roads and pathways for starting of works. It will also undertake the tunnelling work on the right and left banks at upper and lower dams.
Zeus Inframanagement as the lead consultant for the project. RS Envirolink Technologies Pvt. Ltd. has been appointed as the environmental consultant for Demwe Lower and WAPCOS Ltd has been appointed as study consultant for Demwe Upper of the project.
Energy Infratech Pvt Ltd has been appointed as PMC contractor whose scope of work includes pre-construction stage investigations, preparation of pre-feasibility report, preparation of detailed project report (DPR), preparation of tender documents and drawings, assistance in acquisition of clearances, assistance in bid and award of EPC contract, detailed design, construction services and project management.
In December 2010, a consortium of SEW Infrastructure Ltd and Abir Infrastructure Pvt. Ltd was appointed as EPC contractor for Demwe Lower stage.
On March 1, 2012, Demwe Lower obtained the forest clearance from Ministry of Environment & Forests.
On May 3, 2013, Demwe Upper obtained the forest clearance from Ministry of Environment & Forests.
On August 26, 2013, State’s Department of Environment and Forest has granted permission to divert forest land for construction of the power plant.
Aquagreen Engineering Management Pvt. Ltd. (AEMPL) has been appointed as an engineering consultant for the project.
In August 2016, Expert Appraisal Committee (EAC) for river valley and hydroelectric projects is reviewing the project proposal.
On October 24, 2017, National Green Tribunal (NGT) suspends forest clearance for Demwe Lower project.
Project is facing delays due to land acquisition and environmental issues.
