The UAE enjoys Internet penetration rates that are among the highest in the region. Both incumbent Etisalat and alternative operator du are vying to offer faster broadband packages over a mixture of ADSL, mobile broadband and FttP. UAE governments at both federal and emirate level have been very interventionist, particularly Dubai, with programs to foster development of the digital economy. Government policy has also included encouragement for media, IT and Internet-related businesses and Dubai has become a regional centre for the industry. Satellite delivered television is a particularly healthy industry in the Middle East region and much of it is now also headquartered in Dubai.
