Ukraine's competitive mobile market is dominated by three network operators. Together, these have held back the development of the MVNO sector by promoting their own low-cost subsidiaries, though recently they have adopted a business model which has these subsidiaries brought under a single brand, and with less focus on market segmentation. The MVNO market is in its infancy, and few have been licensed thus far, but a gap in the low-cost sector may provide the opportunity for MVNOs to thrive in coming years. Competition resulting from mobile number portability has also been stymied by the regulator having delayed its introduction. Mobile broadband services present a significant growth opportunity, given the saturated voice market, with greater investment being made in LTE and WiMAX technologies. Ukraine's CDMA operators have stepped into this market: having initially offered fixed-line services they have since moved into the mobile segment, launching mobile broadband services. A continuing difficulty for MNOs remains the conflict with Russia, which has resulted in operators being forced out of Crimea and having to write-down the value of assets in disputed regions in the eastern provinces of Ukraine.
