Peru - Broadband and Digital Media Market - Statistics and Analyses
Broadband subscriber penetration in Peru, at about 7% at the end of 2016, is considerably lower than the Latin American average. This result is surprising considering that in the days of dial-up internet access internet user was remarkably high. Individuals and businesses are keen internet advocates, while the government has for long encouraged the development of the sector. The shortcoming in broadband penetration is partly due to barriers such as poverty, limited levels of literacy, low computer penetration, and rugged topography which has made the extension of fixed-line infrastructure in some areas difficult. Perhaps the biggest problem is the lack of market competition, which has made broadband services in Peru among the slowest and most expensive in the region. Many of these difficulties are being addressed, and strong broadband growth is anticipated in coming years. Much of this progress will feed off the government's national broadband plan, which aims to provide internet connectivity via a fibre-optic backbone to the more remote regions of Peru. A number of contracts were signed during 2015 and 2016 for some affected regions, and by mid-2017 there will be eight large-scale fibre networks each connected to the national network. This work has been a significant undertaking, requiring substantial funds to implement. In addition, the expanding LTE networks are providing mobile broadband to an increasing number of rural communities, particularly following the auction of spectrum in the 700MHhz band in May 2016, as well as providing improved connectivity in urban areas.
