Lithuania has one of the highest broadband penetration rates in Europe, and its focus on fibre networks has provided the country with the highest fibre rate in the region and one of the highest globally. Regulatory measures have ensured that there is effective competition to the incumbent operator TEO. TEO offers fibre broadband at up to 600Mb/s, a testament to the company's investment in infrastructure in recent years. The company invested some 400 million in broadband infrastructure during 2015, while the government is also committed to provide 1 billion for national broadband infrastructure. ISPs have focussed in IP-delivered services and bundled offers. Widespread internet usage has also resulted in a fast-emerging internet society, with a range of ICT services improving social and economic development, and with various e-commerce, e-government, e-education and e-health services increasingly available and used.

A burgeoning digital TV market is evident as a consequence of the transition to digital-only broadcasting. TEO is well positioned to develop the sector due to the company's involvement in both IPTV and digital terrestrial TV.
