Kuwait has a progressive telecoms market but needs more competition

Kuwait has a well developed and progressive telecoms market, offering LTE services, ADSL, FttP and WiMAX services. However Kuwait is one of the few remaining countries in the Middle East where a government ministry, the Ministry of Communications (MoC), acts as both monopoly operator of fixed-line services and regulator. Some competition has been introduced in data services and Internet provision but not in fixed-line voice.

There have been recent positive moves in the direction of market liberalisation however, with the approval of the first reading of the bill passed in parliament in March 2014, paving the way for the potential introduction of an independent telecoms regulator.

Mobile telecommunications is much the most dynamic part of the Kuwaiti market. Three operators share the market including Zain, Viva, and Ooredoo (previously Wataniya, relaunched as Ooredoo Kuwait in 2014 following the completion of a network modernisation project).

Mobile represents the majority of total broadband connections in Kuwait and fixed broadband penetration is low, blamed on underinvestment in infrastructure and lack of competition in the fixed sector. In regards to home broadband penetration, Kuwait is falling behind other leading Middle Eastern countries.
