The Italian broadband market has strong competition within the DSL sector, supplemented by a vibrant fibre sector spearheaded by efforts from Telecom Italia and supplemented by investments from other telcos and municipal governments. In the absence of effective cross-platform competition from cable networks, services based on upgraded DSL networks have benefited from the market entry of new players such as Vodafone. Several operators have invested in ADSL2+ and VDSL infrastructure, propelling the market for high-bandwidth bundled services. Telecom Italia's Open Access division has aimed to improve competitor access to its networks. Regulatory measures have also been taken to ease access to NGNs. The government is investing 4 billion to provide superfast broadband across the country, with a major contract recently awarded to the utility Enel to roll out fibre in six regions.
