Denmark’s regulator amends fibre network access rules
Denmark’s competitive telecom market has led to the country having the second highest broadband penetration rate in Europe. It also has one of the highest penetration rates in the mobile sector, while the fixed-line sector continues to see a decline in revenue while customers migrate to VoIP and mobile alternatives.
DSL remains the main fixed-line broadband platform. A progressive regulatory regime has encouraged operator access to both copper and fibre networks. Fibre networks have a fast-growing footprint, while a number of community and metropolitan schemes have supplemented TDC’s own commitments to build out fibre. The company is near to completing its cable footprint upgrade to the DOCSIS3.1 standard, which will enable about 65% of premises across the country to access services of 1Gb/s or higher. In late 2017 the regulator reviewed wholesale access regulations imposed on TDC’s fibre infrastructure in areas where alternative operators have also built networks, and thus where there is effective competition.
The mobile market continues to show steady growth despite the high penetration rate. Growth has been stimulated by consumer demand for data services based on the wide availability of LTE services. Operators are able to make use of 700MHz digital dividend spectrum which has been set aside for mobile broadband, and this in turn is helping the government meet broadband coverage targets in rural areas.
