Background

New Caledonia boasts a modern telecom infrastructure that is being continuously upgraded. The telecom market is deemed too small to warrant either infrastructure competition or a separate regulatory authority. The government owned Office des Postes et Télécommunications de Nouvelle-Calédonie (OPT-NC) provides fixed and mobile voice services, mobile internet, ADSL broadband access, and wholesale services for other ISPs.

Fixed broadband market

Broadband in New Caledonia is very well developed compared with other Pacific island countries. ADSL is the main broadband technology. OPT-NC's broadband service is branded OPTimo ADSL. Its ISP operates under the trading name L@goon. A few private ISPs offer ADSL and VoIP over OPT-NC's network. OPT-NC is starting to deploy a nationwide FttH network, to be completed by 2017.

Mobile voice and data market

OPT-NC operates a GSM 900 and a HSPA/UMTS network. Services include mobile voice and data. International roaming is available with many countries. As everywhere else in the world, mobile telephony has become the favoured means of communication, with users exceeding the number of fixed-line connections by almost 3:1. Nevertheless, compared with many other countries, teledensity is high in proportion to mobile penetration, which is still below 100%. OPT-NC plans to launch LTE (4G mobile) services by early 2015.
