Open data can have multiple benefits — from government efficiency, to transparency and citizen engagement, to the development of innovative products and services. To realize open data's full potential, government organizations are starting to put the user at the center, and to put more effort into organizing for use of the datasets rather than simply for publication. Open data portals are increasingly being organized to add value over time: Strategic and organization-wide programs, joint efforts, user-friendly design, and process automation, as well as communication and outreach measures, are key ingredients for mature open data portals. This IDC Government Insights Perspective highlights key trends in open data programs and portals launched by government organizations. It looks at the potential value of open data, the associated challenges, and the citizen-oriented ways of organizing portals for use in order to realize the full potential of open data for the public sector, society, and the economy.
