The high cost of bringing service to sparsely populated areas has discouraged these giants from delivering broadband to rural regions of the United States, leaving room for the development of the Wireless Internet Service Providers industry. Low capital intensity, light regulation and low barriers to entry have encouraged new entrants to compete in the industry, so the majority of industry enterprises are small, private operations that serve a limited number of households and businesses in their local communities. The five years to 2021 are expected to see further technological innovations and heightened market share concentration as internet traffic volume continues to increase, partly due to the proliferation of broadband-enabled devices.

Wireless internet service providers (WISPs), also known as fixed wireless broadband providers, use fixed terrestrial wireless networks to provide internet access, usually in rural areas. The majority of WISPs use unlicensed spectrum and are locally based. This industry does not include mobile broadband services provided by major telecommunications companies.
