HIDA Medicaid 360: State-By-State Medicaid Report
In the fifty years since its enactment, Medicaid continues to evolve across the states. This year, Medicaid programs and their subsequent funding differences are a direct reflection of state priorities. From a lawsuit surrounding work requirements to the availability of telehealth coverage, this year has been marked by states’ attempts at implementing a wide range of innovative strategies to simultaneously contain costs and improve care through their Medicaid programs. Moving forward, issues reflected in other federal agendas, such as the opioid epidemic and the cost of healthcare, will continue to impact state Medicaid programs and result in additional program modifications.
Data and Sources
This Medicaid360 Report, published annually, will provide a state-by-state look at the fiscal year (FY) 2019 budget allocations, Medicaid expenditures from FY 2016, and key Medicaid developments. Every effort has been made to capture current information for each state. However, in some cases, state information was unclear, inaccessible, or unavailable at the time of publication due to various state budgetary practices.
State Budgets and Medicaid Expenditure Data
Each year, states set aside budgetary money to fund their Medicaid programs. This year’s Medicaid360 Report provides this budgetary information (broken down by state, federal, and total funds) pending availability of that data. The report features the most recent comprehensive Medicaid expenditure data as released by the Centers for Medicare & Medicaid Services (CMS) in May 2018. The Medicaid expenditures section of this report focuses on payment for long-term services and supports (LTSS) Medicaid programs, which include home health, nursing, and rehabilitative services.
Healthcare Reform and Key Highlights
This report also captures the most recent data compiled by the Kaiser Family Foundation on whether state decisions have been made on two key healthcare reform provisions: (1) Medicaid expansion and (2) type of marketplace. In addition to the healthcare reform information, this report includes the latest news highlights from each state regarding their Medicaid program.
