Scope

  • As a part of the new Polish Order, several regulations were introduced by the government. Effective from January 1, 2022, all the businesses using a cash register are obliged to provide cashless payments means such as cards, bank transfer, or mobile wallets such as BILK to their customers, regardless of place of business (a store, taxi, or a trade fare). Effective from January 1, 2023, a cash transaction limit of PLN20,000 ($4,958.14) between businesses and customers will be introduced. Furthermore, the cash payment limit between businesses is also set to reduce to PLN8,000 ($1,983.26), from the current PLN15,000 ($3,718.61), effective from January 1, 2023. This will further drive electronic payments growth in Poland.
  • The Polish mobile proximity payments market is growing at a fast pace, partly thanks to continued innovations in this space. These payments are also influenced by the rising use of contactless payments by Polish consumers, which has made them more comfortable using mobile wallets. To further increase its usage and acceptance for in-store payments, in July 2021 BLIK launched a contactless payments feature in collaboration with Mastercard. The service allows users to make contactless payments using their NFC-enabled Android cell phone at any Mastercard-accepting merchants, via their BLIK-enabled mobile banking app of participating banks. The amount is directly debited from their bank account. By the end of March 2022, six banks—Alior Bank, ING Bank Śląski, Millennium Bank, mBank, PKO Bank Polski, and Santander—enabled the service for their customers, and over 800,000 users activated the BLIK contactless service. The number of BLIK contactless payments increased to 8.6 million in Q1 2022, from 2.8 million in Q4 2021.
  • Buy now pay later (BNPL) is gradually gaining traction in the Polish payments market, with an increasing number of merchants, banks, and payment providers now offering this service. Allegro Pay, the BNPL service offered by the ecommerce platform Allegro, recorded a transaction value of PLN965 million ($239.2 million) in Q1 2022, an increase of 440% from Q1 2021. In addition to banks and retailers, several third-party providers such as PayU, PayPo, Dotpay, Tpay, and Twisto also offer BNPL services in Poland. As of July 2022, PayPo had 750,000 active users and 25,000 merchants. The market is becoming crowded with the entry of new solutions. In August 2021, Klarna launched its BNPL services in Poland. In May 2022, PKO Bank Polski announced its BNPL service will launch by the end of the year.
