The Belgian construction industry contracted by 0.1% and 0.8% in real terms in 2016 and 2017 respectively, while output value, measured at constant 2017 US dollar exchange rates, declined from US$82.6 billion in 2015 to US$81.9 billion in 2017. This was preceded by an average annual growth of 1.1% during 2014-2015. This contraction can be attributed to weak consumer and investor confidence and a reduction in public and private sector investment in construction projects. Terror attacks in Brussels in 2016 also affected the tourism sector, and reduced the flow of investments in the construction industry.

Over the forecast period (2018-2022), the industry is expected to expand, driven by the government's focus on developing energy and transport infrastructure in the country. The industry’s output value in real terms is expected to rise at a compound annual growth rate (CAGR) of 2.22% over the forecast period, compared to 0.32% during the review period (2013-2017). The industry is consequently expected to rise from a value of US$81.9 billion in 2017 to US$91.4 billion in 2022, measured at constant 2017 US dollar exchange rates.

Residential construction was the largest market in the construction industry during the review period, accounting for 44.0% of the industry’s total value in 2017. The market is expected to retain its position over the forecast period, and account for 41.7% of the industry’s total value in 2022. The market output over the forecast period will be supported by the rising demand for housing in the country due to government efforts to balance housing demand and supply, as well as rising household income. Infrastructure construction accounted for 19.7% of the industry’s total output in 2017, followed by commercial construction with 16.6%, institutional construction with 7.2%, industrial construction with 6.6% and energy and utilities construction with 5.8%.
