Norwegians have long been among the most enthusiastic consumers of tobacco in Scandinavia. Norway itself has a long history of producing tobacco products, and has also been one of the very few countries in which the consumption of smoking tobacco has long outweighed the consumption of manufactured cigarettes. However, the social and fiscal regime in Norway is increasingly hostile towards smoking. Norway has some of the highest tobacco taxes and retail prices in the world. As a result, per capita consumption has fallen in recent years. Fine cut tobacco accounts for almost all smoking tobacco volumes with consumption of pipe tobacco remaining marginal in 2014.

Key Findings

Manufactured cigarettes accounted for almost 50% of tobacco products’ consumption in 2014, with smoking tobacco taking a share of approximately 20%. Snuff (snus) increased its share, while cigars/cigarillos and chewing tobacco remained at less than 1% in 2014

Considerable progress is being made in reducing smoking. Statistical data for 2014 put the daily incidence down at 13% compared with 31% in 2000. Both sexes are seeing a decline in their use of tobacco products

Tobacco retailers are permitted to fix their own margins and retail price levels, which has not helped hold down prices. Currently, all of the main brands available in the Norwegian market are sold in 50g pouches

Increasing use of smokeless 'snus' by young adults is also an emerging threat and, as a result, FCT volumes are forecast to fall 10% between 2014 and 2024
