The market is dominated by PMI and BAT affiliates: Tabacalera Costarricense, a subsidiary of PMI, and BAT Centra America with a 100% combined market share. Smoking has been declining in recent years because of more rigorous anti-smoking laws, higher taxes and increasing prices. This is combined with growing illegitimate cigarette sales that makes the Costa Rica market tough for manufacturers.
