Zimbabwe Power Report Q3 2015

BMI View: The outlook for Zimbabwe's power sector is moderate but market opportunities for privateinvestors are limited. On the upside, a number of major projects will boost generation to 12.5TWh by 2024up from 8.2TWh in 2015, mainly by exploiting coal and hydropower. This will be underpinned by a steadyrise in demand for electricity, from 7.2TWh to 9.8TWh over the same timeframe, as the economy andpopulation grows. However, the operating environment will remain extremely challenging.

A major obstacle will be the absence of a regulatory framework which allows for private competition andthe effective insolvency of Zimbabwe Electricity Supply Authority (Zesa) which enjoys a monopoly ongeneration, transmission and distribution. Beyond this, the political and macroeconomic environment isunstable, corruption is rife and the government makes periodic threats to seize foreign-owned assets in thecountry. In this context, the most lucrative market opportunity is in the sale of rooftop solar panels, whichare in increasing demand due to the failure of the Zesa to provide adequate supplies of electricity from thegrid.
