Government efforts to boost exploration and increase domestic oil and gas output have achieved little to date, as firmscontinue to shun high-cost, frontier upstream projects such as those found in New Zealand. This will deepen New Zealand's relianceon crude oil and refined fuels imports over the coming years, and may expose the country to greater international market risks,including price fluctuations and supply disruptions.
