BMI View: We maintain a positive outlook for the Togo mobile market as a whole in our latest 2017 annualreport update. Low mobile penetration rates would suggest that the competition factor in the market needsto be addressed. The government has repeatedly stated that it intends to issue a third mobile operatorlicense, but no concrete steps have yet been taken. Furthermore, little interest has been expressed in thislicense as the consumer spending power on mobile services remains constrained by chronic poverty levelsand low spending powers. Togo Telecom is being rebranded as Togocom by the government and isreceiving significant amounts of funds to bolster its future outlook. Moov has commenced its 3G services inthe market, but competition required for innovative telecom market growth remains a challenge.
Furthermore, the high levels of poverty and the high cost of investment, coupled with poor returns, makefuture market development a chronic challenge.
