Serbian defence expenditure in 2019 will continue to be robust, with a proposed 40% and 13.5% hike to the military andpolice’s budget for the year respectively. As the government moves away from fiscal consolidation and as both domestic andregional security threats continue to loom, a continuation of this uptick is assured. Unresolved disputes regarding Kosovo,separatists and ultra-nationalist groups, combined with Serbia’s desire to increase participation in global peacekeeping operations,will all contribute to this. Additionally, the current lagging state of the Serbian Armed Forces necessitates continued modernisationefforts over the long term, and this will see the country seek out the procurement of advanced platforms and systems – particularlyaircraft. Budgetary restraints will mean that lucrative offset programmes will be viewed favourably. Serbian defence manufacturersare well established in the ground segment and, owing to a somewhat saturated local market, will increasingly look abroad fordefence export; however, corruption and a lack of transparency will continue to stifle some activity in this regard.
