The Senegalese mobile sector is set up for significant development over the coming years with the launch of newMVNO services in H119, the rollout of 4G and 4G+ services by Orange and Tigo, which may bring affordable fast connectivity toconsumers. However, the new 5% special levy on telecommunications services paired with already relatively low ARPU couldhamper investments should Operators not be able to generate additional revenue from innovative VAS beyond mobile money. Therollout of fiber in urban areas and as backbone could motivate broadband take-up by consumers and businesses on the back ofwhich the decline in voice subscriptions could be mitigated. However, with Sonatel the only remaining player offeringwireline services, the lack of competition may hinder investments into network quality and does not provide impetus for consumeroptimal pricing.
