Repeated delays, false starts and high local content requirements mean that we remain bearish on the prospect of theSaudi Arabian government's plans to develop 9.5GW of non-hydropower renewables capacity by 2023. Government efforts todevelop costly nuclear power also have the potential to crowd out renewables investment. Although more than 4GW of tendersbeing proposed for 2018 presents an upside to our forecasts, we expect that total renewables capacity will be less than 600MW by2027.
