BMI View: The weak consumer spending outlook, an unfocused regulatory regime, an imbalance ofcompetition in the wireline voice and mobile markets characterise Paraguay as a chronic underperformerin the Latin American region. Growth prospects for the five years through to 2019 are very limited andthere is little scope for new entrants. That said, much-needed consolidation in the fragmented cable TVsector is underway, potentially unlocking the value of the country's underdeveloped wireline market. Fornow, however, the market is set to be dominated by Tigo, a situation unlikely to have changed five yearsfrom now.
The mobile market reached 7.305mn subscribers at the end of 2014. This represented growth of 3.6% andpenetration surpassed 105% as a result.
Combined fixed and mobile broadband connections reached 437,000 at the end of 2014. Mobilecontinues to account for the majority of subscriptions at 70%.
The pay-TV market is growing rapidly, reaching 276,800 subscriptions at the end of 2014. Tigo is buyingregional operators with a view to establishing itself as a converged services provider. Cable provided asignificant boost to Tigo's revenues in 2014 and the company is now eyeing the satellite TV market.
