BMI View: The 700MHz spectrum auction in November 2016 will help Finnish operators meet the datademand driven by the use of mobile as a fixed alternative, and the success of unlimited data plans. The lowprice will facilitate investment, but harmonisation at the European level still remains a long way off.
Nonetheless, we believe that additional spectrum will help drive 3G/4G services, as all three operators aremandated to reach 99% population coverage in three years. The wireline broadband market provides oneof the few areas of growth for the saturated and relatively insular Finnish market. However, although Telia,Elisa and DNA are still managing to migrate customers to higher-value premium multi-play services,growth has lost its momentum as they have saturated their respective geographical addressable markets.

The mobile market recorded 0.2% y-o-y growth to Q117 and reached 10.022mn subscriptions.
Fixed voice subscriptions have fallen to 457,000 in 2016, from 544,000 a year earlier, which has lead usto downgrade our wireline forecast. However, IPTV subscriptions are slowly but steadily rising and reached 403,000 at the end of 2016 indicating some room for converged services especially as wirelineservices provide higher ARPU than mobile services.
At the end of 2016, there were 1.712mn fixed broadband connections.
